A loose flex duct connection is a common issue. The inner liner must be secured to the metal collar, typically with an approved mechanical fastener and draw band, before the insulation jacket is pulled back into place and sealed. Sealing only the outer insulation jacket does not restore airflow through the inner duct liner.
For small accessible gaps, HVAC-rated mastic is generally the preferred sealant. Mastic is a thick, brush-on material designed to remain flexible as ducts expand and contract. Used with fiberglass mesh on larger gaps, it creates a much more durable seal than standard tape.

Attic duct insulation should be intact and dry. Wet, compressed, or torn insulation loses effectiveness. Also check that the vapor barrier around insulated flex duct has been restored after repairs. Avoid common duct-sealing mistakes
The goal is to reduce air loss without creating a new airflow or safety issue. Do not close off multiple supply registers in an attempt to force more air into another room.
